It comes as some experts warn aggressive parents and teaches actually help breed bullies.
"A lot of parents and teachers think they're instilling discipline," said Dr Justin Coulson who's speaking at a national bullying conference in Melbourne this week.
"We shout at them and push them around to teach them not to do it, but ... we're actually teaching them the very thing we're trying not to teach them."
